This
report urges councils to fully grasp the opportunities provided to them
in the new health care structure by adopting a holistic approach to
public health. It also raises concerns over the complex accountability
mechanisms of the reformed system, particularly regarding who will be in
charge in the event of a health emergency. It recommends that the
government set out clearly and unambiguously the lines of
responsibility. It also notes a perverse incentive in the funding
formula and calls for this to be reviewed.
