This note provides a brief history of the proposals to reform the
system of adult social care including information on the Coalition
Government’s Caring for our future white paper and the
accompanying progress report on funding reform published in July 2012.
It also provides information on the Government’s announcement made in
February 2013, to introduce a cap on social care costs and a revised
means test.
