This document outlines proposals for implementing a new licensing
regime for providers of NHS services. The issues covered by the
consultation include organisations which will be required to hold a
licence from Monitor; how providers can challenge proposed changes to
licence condition; and the maximum fine that Monitor could impose for
breach of licence conditions. The closing date for responses is 22
October 2012.
