The Secretary of State has asked Monitor to carry out an independent review of matters that may be affecting the ability of providers of NHS services to participate fully in providing NHS services. Monitor are now seeking initial submissions to help them consider whether the list of possible areas for study needs to be extended, what the key issues in each of the areas identified are and the scale of patient detriment those issues throw up.
